Everett I-5 Interchange and Arterial Access Study – City of Everett
 
Perteet was engaged in 1999 by the City of Everett with cooperation from the WSDOT Northwest Region, WSDOT Office of Urban Mobility, FHWA, Snohomish County, and Sound Transit to complete the Everett I-5 Interchange and Arterial Access Improvement Study. Phase I of the project will be completed by June 2000 and will include three products:
  • A Master Plan report for development of the I-5 Corridor through Everett over the next 20 to 30 years. The report will include supporting documentation in corridor capacity, traffic estimates and traffic operations, HOV lanes, interchange locations and configurations, including general purpose and HOV access, and environmental documentation at a check-list level of potential impacts and mitigations.
     
  • An Implementation Plan which will help evaluate the priority of individual projects and lead to development of a schedule for project design and funding. The report will include documentation on individual improvement projects with a preliminary “order of cost” estimates for each project, financial strategies to fund projects, potential sequencing, breakdown of emergent projects into fundable increments, a public information program for legislative support and a framework for future eight point FHWA Access Point Decision Reports.
     
  • A preliminary Design Memorandum level documentation for the I-5 Interchange at 41st Street and Broadway. The Master Plan and Implementation Plan will also identify other interchange locations or projects which could be implemented in the near future and potentially funded in the first six-year plan period. Design Memorandum level documentation for these locations will be added as a supplement to the contract.
     
  • The Everett I-5 Corridor covers about 10 miles of the I-5 corridor from the northern city limits to the southern city limits and includes twelve separate interchange locations.
