| The City of Bellevue commissioned Perteet to develop a transportation and land use plan for the Factoria commercial subarea to include a future pedestrian/transit-oriented urban center. Perteet planners created a balanced land use/transportation plan to achieve less reliance on the automobile and greater incentives for pedestrians and transit.
The plan identified and prioritized future projects to implement the land use concept. These projects included public investments, regulatory measures to shape private development, and other agency responsibilities. As part of the future regulatory measures, Perteet developed design guidelines to achieve a transit-supportive main street and the form of future buildings along Factoria Boulevard. Streetscapes were identified and are currently being developed by our urban designers.
The Factoria Boulevard Design Guidelines address the proposed “look and feel’ of this important boulevard as well as how to facilitate its vehicular and pedestrian functions. To support the overall project goals to create a pedestrian-friendly, transit-supportive, and mixed-use district, we developed a comprehensive urban design concept for the overall Factoria Boulevard corridor, including gateways, pedestrian nodes and the proposed transit center. A street tree and lighting plan was also designed to achieve consistency across the project. Specific guidelines for sidewalk and crosswalk materials, transit stops, street furniture and other design features were drafted and documented in an illustrated design manual for the boulevard. |
