Everett Downtown Planned Action EIS - City of Everett

Perteet was hired by the City of Everett to develop a Planned Action Environmental Impact Statement to help implement the City’s Downtown Plan. (Perteet had previously developed the award-winning Transportation Element of the Comprehensive Plan and was on the Downtown Plan team). The vision for Downtown Everett focuses on a compact, unique and attractive urban center and development that supports Everett’s role as the center of Snohomish County. Proposed land uses encourage extensive redevelopment of under- utilized commercial with high rise incentives, open space, parking garages, and retail/office mix as the ultimate build-out goals.  Perteet developed a supplemental Planned Action EIS, which was adopted together with a planned action ordinance.  The City has now begun to see development according to its unique vision for downtown Everett.


Kitsap County Schold Farm Wetland Mitigation

Schold Farm was purchased by Kitsap County to provide regional wetland mitigation for several public projects and to provide recreational and educational trails for local residents. Constructed in 2011, Perteet staff designed over seven acres of wetland creation and enhancement, stream habitat restoration, a pedestrian pathway, and a pedestrian bridge.  Permitting included federal Individual Corps 404 and 401 permits for 1.3 acres of wetland fill, alternatives analysis preparation, Section 7 ESA consultation, preparation of a Biological Evaluation, and a JAPRA for an HPA to remove three culverts associated with Clear Creek, an ESA stream with federally listed salmonids.  Perteet is currently providing mitigation construction oversight, NPDES water quality compliance monitoring, and long-term performance monitoring.


Port Angeles FEMA Repairs - City of Port Angeles

Over the winter of 2009-2010, the Port Angeles shoreline sustained erosive damage to rockery walls, particularly at Ediz Hook and along the Olympic Discovery Trail.  Subsequently, the City received funding from FEMA to make repairs to the damaged shoreline. Perteet designed shoreline stabilization plans to protect the shoreline from continued erosion due to future storms. Perteet’s environmental team prepared Biological Evaluations (BEs) for the projects to address ESA consultation and JARPA applications for Corps 404 and HPA permitting through WDFW. The team also coordinated design improvements and permitting with multiple agencies, including WDFW and Corps biologists, City staff, Clallam County staff, and project engineers.  Perteet also prepared SEPA Checklists, critical areas exemptions, and Shoreline Substantial Development Permit applications, which were required by both City and County agencies.

 


Kirkland 116th Non-Motorized Improvements - City of Kirkland

Along 116th Avenue in south Kirkland, a narrow shoulder provides little room for the area’s pedestrians, bicyclists and equestrians.  In order to accommodate non-motorized users and facilitate access to the equestrian trails at the adjacent Bridle Trails State Park, Perteet is designing phase II of a separated soft surface pedestrian/equestrian trail.  Perteet’s environmental team of planners and biologists completed federal and local environmental permitting for this project, which involves impacts to wetland areas and relocation of Yarrow Creek.  Because this project is federally funded, Perteet provided environmental documentation for a NEPA Categorical Exclusion, including ESA consultation, analysis of Parks 4(f) and 6(f) effects, cultural resources, and environmental justice analyses. The team also delineated wetlands and the stream OHWM, developed a critical areas study and mitigation plan, wrote an expanded SEPA environmental checklists, obtained exemptions from critical areas codes, and completed a JARPA application for a Hydraulic Project Approval (HPA) from Washington State WDFW.
