The Perteet team assisted the City of Everett with the implementation of a priority strategy from the Everett Housing Action Plan. The Everett Housing Development Incentive Program (HDIP) involved evaluating multi-family land use and completing a financial analysis of development costs and tax implications. The team also reviewed recent and past multi-family housing incentive performance and made recommendations on advancing new incentive codes and expanding the residential target areas eligible for multi-family tax exemptions. The study resulted in the council approval of incentives to encourage housing development while maximizing public value.
