Jefferson County Essential Public Facility Siting Study

Perteet completed Phase I of a siting study to help Jefferson County Public Works identify a new location for their solid waste transfer station. Working as a subconsultant with the role of developing site selection criteria and performing site evaluations and analysis, Perteet proposed specific threshold screening criteria that justified the County’s desired study area and through an eight-step initial screening process identified four county-owned and eight privately held properties for further consideration. Part of the site selection analysis was to ensure the new facility was being sited under the state requirements for essential public facilities and the requirements of RCW 47.06.140 and county-wide planning policies. Key screening evaluations performed by Perteet included qualitative noise and traffic analysis, tools to evaluate census block scale impacts for collection and self-haul users, and utility availability.
